Eileen Harper, B.Sc., CHRP


As the Founder of TallSky Consulting Group and a dedicated HR professional for well over two decades, Eileen has a passion for customer focus, and provides proactive, dedicated, caring attention to all of her clients. Drawing on her wealth of experience in human resources, Eileen brings a sense of intuition that enables her to deliver on her clients’ needs with understanding, creativity and responsiveness.

Eileen's Bio

Eileen loves working strategically with a broad array of public, private and non-profit organizations to help ensure their HR practices are leading-edge and the right staff are in place to enable each organization to excel.  Shortly after the completion of a BSc. in biochemistry and microbiology, Eileen discovered a passion for public relations and communications which drew her to the BC Public Sector. There, Eileen enjoyed working in senior capacities with several ministries and agencies before turning her focus to founding TallSky Consulting Group in 2003. With a track record of leading over 400 recruitments, Eileen takes pride in working closely with her clients to develop and deliver innovative, effective and transparent search campaigns and recruitment processes to find the best candidates.  

Eileen is an active member of the BC Human Resources Management Association (BCHRMA), holds her CPHR designation, and is a member of the Steering Committee for the Diploma in Public Relations at the University of Victoria.  Eileen is a past-President of Tyee Aquatic Society and continues to train as an endurance athlete. Eileen recently concluded 12 years of dedicated public service as a Board volunteer with Victoria Hospice Society, holding positions that included Board Chair.

Kerri Keeler


With a passion and enthusiasm for HR, Kerri brings more than 25 years of Human Resources experience and leadership skills in both executive and volunteer capacities to support our clients with strategic HR solutions, executive recruitment, employee relations and management coaching.

Kerri's Bio

Her clients appreciate her eye for talent to find the right candidate to fit the organization and meet the team’s needs, successfully filling the role requirements for long-term success. Her business experience in operational and financial management, provides her with the ability to contribute to organizational planning and HR business foundations for start-ups and established or growing organizations.  She focuses on delivering results by bringing diverse groups together, with a balance of both team and business objectives and accountabilities. By building collaborative relationships, mentoring leaders and working through conflict resolution, Kerri provides innovative HR applications as part of the customized solutions she brings to her clients.

Belinda McLaughlin, B.A.

Senior Associate

Belinda McLaughlin is a Senior Associate with TallSky, bringing over 25 wonderful years of experience as a human resource generalist, and is well-known as an expert writer.

Belinda's Bio

Prior to joining TallSky in 2006, Belinda led a career with the public sector that continues to serve her well as she regularly works with hiring managers to craft job profiles associated with a number of job evaluations plans, and she brings talent and expertise in offering organizational and pre-classification advice, and developing classification rationales to support the BC Public Service.  Belinda also provides hiring managers with expert advice and guidance regarding all aspects of recruitment services including: preparing selection criteria, screening applications, creating written exercises, developing competency-based interview questions and conducting evaluations of past work performance.   

Similarly, Belinda provides our private and non-profit sector clients with expert job description writing, application screening, performance management systems advice and candidate interview and reference checking services.  

Belinda takes great pride in helping clients achieve their HR objectives.  She is regularly complimented on the quality of her work and is praised for her ability to quickly respond to our clients’ time-sensitive requests.

Elizabeth Jarvis

Senior Associate

Elizabeth has been active in the Victoria business community for more than 20 years, providing expertise in human resources, administration, finance and payroll with private sector organizations, including Education, Finance, Transportation, Manufacturing and Hospitality.

Elizabeth's Bio

She is enthusiastic about providing excellent customer service for her clients, and adept at supporting a variety of projects in the workplace. With a strong background in corporate support services, she recognizes the demands of business operations and the importance of positive employee relations.

Susan Knight

HR & Recruiting Associate

With over 20 years experience in Victoria and Vancouver, Susan has had the opportunity to work with diverse skillsets in a variety of environments including high-tech start-ups, multi-national companies, law and accounting offices, government ministries, and in development/construction.

Susan's Bio

Susan’s extensive experience working in and with start-ups, and with small and large corporate businesses, has prepared her to understand and appreciate the unique challenges and opportunities of TallSky’s clients. With a strong background in corporate support services and an intuitive approach to people management, she believes every position in every company is unique, and finding the right person to fill that position is what she strives for.

Tracey Sims

HR Associate

Tracey Sims is a talented leader with over 30 years of business management experience. She brings exceptional talents in people management, strategic human resources, operations, financial management, administration, change management, and conflict resolution.

Tracey's Bio

As a recognized expert in process planning, Tracey inspires strong teams to ensure continued business and operational success. Tracey has a Masters Certificate in Leadership from Cornell University and a passion for guiding clients through challenging HR and business operational issues and ensuring their policies and processes meet best practices at all times.

Ian Harper, B.Sc., DKM, MBA

Senior Management Consultant

Ian brings over 25 years of experience in high-tech business start-ups and entrepreneurship as well as senior level public sector (Crown Corporation, resource sector) experience in strategic financial management, policy development and documentation, and staff empowerment techniques.

Ian's Bio

Previously, Ian was a contributor to the development and legislative frameworks for several tax-credit incentive-based venture capital programs. Ian has extensive experience in developing risk management frameworks, implementing financial control systems, and is a skilled financial strategist. Ian holds a BSc (Honours with Distinction) in Health Information Science, a Graduate Diploma in Knowledge Management, and an MBA with a focus on strategic management and corporate finance.

  • value assessments of Alternative Service Delivery contracts (end-of-term assessments, environmental assessments, business cases, RFI/RFQ/RFP variants)
  • project management for large-scale IT system implementation
  • legislative development to support tax policy and other public policy objectives
  • private sector merger/acquisition consultation/negotiations
  • executive level budget development, analysis, and management reporting
  • international regulatory compliance for the securities industry
  • risk management, accountability frameworks, governance frameworks

Ian’s current consulting practice is built on a career that has included clients in both the public and private sector as well as holding senior roles in the private sector, BC government line ministries, and a Crown corporation. Ian has developed strong functional relationships with the provincial government, the federal government, health authorities, and several organizations in both the not-for-profit and the private sectors.
