Eileen Harper, B.Sc., CHRP
As the Founder of TallSky Consulting Group and a dedicated HR professional for well over two decades, Eileen has a passion for customer focus, and provides proactive, dedicated, caring attention to all of her clients. Drawing on her wealth of experience in human resources, Eileen brings a sense of intuition that enables her to deliver on her clients’ needs with understanding, creativity and responsiveness.
Eileen loves working strategically with a broad array of public, private and non-profit organizations to help ensure their HR practices are leading-edge and the right staff are in place to enable each organization to excel. Shortly after the completion of a BSc. in biochemistry and microbiology, Eileen discovered a passion for public relations and communications which drew her to the BC Public Sector. There, Eileen enjoyed working in senior capacities with several ministries and agencies before turning her focus to founding TallSky Consulting Group in 2003. With a track record of leading over 400 recruitments, Eileen takes pride in working closely with her clients to develop and deliver innovative, effective and transparent search campaigns and recruitment processes to find the best candidates.
Eileen is an active member of the BC Human Resources Management Association (BCHRMA), holds her CPHR designation, and is a member of the Steering Committee for the Diploma in Public Relations at the University of Victoria. Eileen is a past-President of Tyee Aquatic Society and continues to train as an endurance athlete. Eileen recently concluded 12 years of dedicated public service as a Board volunteer with Victoria Hospice Society, holding positions that included Board Chair.

Belinda McLaughlin, B.A.
Belinda McLaughlin is a Senior Associate with TallSky, bringing over 25 wonderful years of experience as a human resource generalist, and is well-known as an expert writer.
Prior to joining TallSky in 2006, Belinda led a career with the public sector that continues to serve her well as she regularly works with hiring managers to craft job profiles associated with a number of job evaluations plans, and she brings talent and expertise in offering organizational and pre-classification advice, and developing classification rationales to support the BC Public Service. Belinda also provides hiring managers with expert advice and guidance regarding all aspects of recruitment services including: preparing selection criteria, screening applications, creating written exercises, developing competency-based interview questions and conducting evaluations of past work performance.
Similarly, Belinda provides our private and non-profit sector clients with expert job description writing, application screening, performance management systems advice and candidate interview and reference checking services.

Elizabeth has been active in the Victoria business community for more than 20 years, providing expertise in human resources, administration, finance and payroll with private sector organizations, including Education, Finance, Transportation, Manufacturing and Hospitality.
She is enthusiastic about providing excellent customer service for her clients, and adept at supporting a variety of projects in the workplace. With a strong background in corporate support services, she recognizes the demands of business operations and the importance of positive employee relations.

With over 20 years experience in Victoria and Vancouver, Susan has had the opportunity to work with diverse skillsets in a variety of environments including high-tech start-ups, multi-national companies, law and accounting offices, government ministries, and in development/construction.
Susan’s extensive experience working in and with start-ups, and with small and large corporate businesses, has prepared her to understand and appreciate the unique challenges and opportunities of TallSky’s clients. With a strong background in corporate support services and an intuitive approach to people management, she believes every position in every company is unique, and finding the right person to fill that position is what she strives for.

Jess Turner, HR Associate, is a passionate Human Resources professional with 12 years of experience working in the HR field. Jess graduated from the University of Calgary in 2010 with a Human Resources Management certificate. In addition, she obtained her CPHR (Chartered Professional in Human Resources) designation in 2010 and has been an RPR (Registered Professional Recruiter) since 2014.
Jess’ HR experience focuses on recruitment, and in various HR generalist roles where she has been responsible for mediating conflict, designing and delivering customized internal training, advising on performance management, employment law, collective agreements and other policies and procedures in various non-profit, private and public sector organizations.
A specialist in matching the right people for the right position, Jess spent several years as a Talent Acquisition Specialist recruiting for all levels for a government-funded organization. She excels at applying social media to recruiting for hard-to-fill positions and enjoys researching progressive recruitment methods to source the right candidates.

Ian Harper, B.Sc., DKM, MBA

Ian brings over 25 years of experience in high-tech business start-ups and entrepreneurship as well as
Previously, Ian was a contributor to the development and legislative frameworks for several tax-credit incentive-based venture capital programs. Ian has extensive experience in developing risk management frameworks, implementing financial control systems, and is a skilled financial strategist. Ian holds a BSc (Honours with Distinction) in Health Information Science, a Graduate Diploma in Knowledge Management, and an MBA with a focus on strategic management and corporate finance.

Ian’s current consulting practice is built on a career that has included clients in both the public and private sector as well as holding senior roles in the private sector, BC government line ministries, and a Crown corporation. Ian has developed strong functional relationships with the provincial government, the federal government, health authorities, and several organizations in both the not-for-profit and the private sectors.
